What is the name of a cartoon with a rocket, a boy and his teddy bear. It might not be american.?

I used to watch a cartoon when i was a kid, it used to be dubbed and broadcast in india. i know for sure that it wasn't made in india. perhaps a european cartoon. It is not Astro boy, The teddy bear used to talk and looks a bit scary with blush spots on its cheek. I don't remember what the basic plot was. the rocket looks like your basic clip art rocket with a circle and a antenna on top.
