Do i have to ask for an amendment or can i just tell them i realized i qualify for a grandfather claus?

I have had a year long issue with my town about me having horses on my commercial property,I have owned my property before a city ordnance prohibited horses in the city limits .not only that i asked the city for a permit to build a stall for a horse 5years after the ordnance and they gave it to me,3 years later i ask for another permit to build a larger stall and they give it to me also both permits are open (don't state an expiration date)so they are good permits,i have a city council meeting soon AGAIN and need some help with this the city council wants me to ask them for and request the grandfather claus ,but am i not already? considering the fact that i have been owner of the property before the ordnance .i am in a situation where our NEW city manager that doesn't even live in our city wants to city-fy our town,i'm all for it but not at the expense of taking away from hard working life long residents that take the proper measure in making sure they do right so we wouldn't be in such a mess.
